minorities

The idea is that under democratic rule each constituency matters to some degree and minorities will have their voice heard. As far as I can tell from my own experience even dictatorships benevolent to minorities (e.g. Soviet Union) eventually turn against them because they need majority support and playing to their worse instincts is always a good bet. We will see how it works in Muslim countries. So far the development isn't very encouraging.
