One differnence between Hamas and Fatah is that Hamas has its own homegrown rocket program. The Qassam rocket program, already in its third generation (http://en.wikipedia.org/wiki/Qassam_rocket), has been used sporadically for terrorism but so far lacks a guidance system and technical efficacy.
The Hamas proposal to incorporate its own militants into the Palestinian Army is ominous because this will provide Hamas with the platform it needs to develop an improved fourth generation Qassam for use in terror attacks. Israel, the US, and the EU need a plan to prevent this from happening NOW.
