It never has operated under any kind of logic or principle - the laws themselves don't have any. Even when there is some logic to some provision, this is not an important point with them. They just like to be arbitrary.While there is a sociological justification you can give for some laws, they never use it in any of their propaganda, but only an economic theory which is patent nonsense, disproven by numerous events.
