It should report to the Attorney-General, the same way that the FBI does. "Homeland Security" is not a good idea - unless the FBI becomes part and parcel of that entity, otherwise you get more fragmentation and interagency miscommunication: "he's a terrorist and he's laundering money through bankers who work with drug lords" = HomeSec + FBI + DEA = should be one agency.Note: Opinions expressed in comments are those of the authors alone and not necessarily those of Daniel Pipes.
