Only the US would have the same agency in charge of visas and actual border patrol

I think it's time to have a federal police force to deal with all nationwide security issues. It should report to the Attorney-General, the same way that the FBI does. "Homeland Security" is not a good idea - unless the FBI becomes part and parcel of that entity, otherwise you get more fragmentation and interagency miscommunication: "he's a terrorist and he's laundering money through bankers who work with drug lords" = HomeSec + FBI + DEA = should be one agency.
