New law if Likud wins

A suggestion for whoever wins the upcoming elections:

Here in the US we have laws against "contributing to the delinquency of a minor." Could not Israel have such a law, to be enforced against the families of suicide/murder bombers? DNA samples could be saved, to be matched against parents; the parents could be arrested on suspicion, based on DNA evidence, receipt of reward money from Abu Mazen's government or other organizations, or appearances in the media celebrating the child's actions.
