"Does anyone have an English translation of the 30 questions loyalty test?"

Neitehr German nor English is my native language , so please bear this in mind while finding some mistakes and clumsy expressions in my version of these guidelines for the naturalization authority written in a bit tortuous govermentese .

Introductory remarks

Confession(admission) of the democratic freedom-loving system according to the naturalization law of the Federal Republic of Germany is a precondition for naturalization according to § 10, passage 1 , Nr 1 StAG . The corresponding regulations are valid in the framework of the naturalization assessment. It must not be therefore treated as a formality that is accomplished through putting one's signature to the declaration of the confession (admission). The moment the naturalization authority has doubts as to whether the naturalization candidate has comprehended the contents of his declaration and whether it corresponds to his inner convictions , the said authority conducts a conversation in that it uses these conversion directives. The results of the conversation are to be documented and signed by the naturalization candidate.
Elucidations on the respective answers are also to be elicited and registered. The naturalization candidate is to be notified that untrue data provided by him will be interpreted as deceiving the naturalization authority and even after years can effect the cancellation of the naturalization . Signing the declaration of the confession(admission) and loyalty according to Nr 10.1.1.1 of the temporary application instructions of the BMI (Bundesministers des Inneren ? - Federal Interrior Minister) to StAG remains unaffected ; the same applies for the complementary notes on Nr 8.1.2.5 and 9.1.2.1 of the temporary application instructions.


1. Confession(admission) of the democratic freedom-loving system according to the consitution for the Federal Republic of Germany embraces the value system of the consitution, which as far as its contents is concerned is the same in all the sates of the EU. Among others the following obtains :

- protection of human dignity
- violence monopoly of the state , i.e. besides the state no one is allowed to apply violence against anyone else - the exeption being self-defence - in the Federal Republic of Germany . The state itself can apply violence only on the basis of a lawful mandate .
- equality of men and women

Do your personal views correspond to these principles ?


2. What do you think about the following opinions :
- "Democracy is the worst system of governement that we have got , but the best that exists" .
- "Mankind has not experienced such a murky phase as it did under democracy . In order to be freed from democracy man must understand that it can give humans nothing good.."

3. In films, spectacles and books sometimes religious feelings of people of different denominations are hurt. What means can and what means can't an individual apply - in your opinion - in order to defend themsleves against such insulting attacks on their faith?

4. How do you react to critisizing a religion? Do you find it legimitate ? Do you discuss/ debate it?

5. In Germany political parties and organizations can be banned because of their unconsitutional activities . Would you support such a banned party or organization ? Under which circumstances?

6. How do you find the opinion that wife shall obey his husband and that he can beat her if she isn't obedient ?

7.Do you find it legitimiate that a man / husband locks his wife or daughter in the house in order to prevent her from publicly "dishonouring" him?

8. In Germany the police can in cases of domestic violence intervene and can evict the guilty man from his home far a number of days to avert further violence. What do you think about that?

9. Do you find it to be progressive that men and women in Germany are equal by law. What shall the state do in your opinion if men don't accept this?

10. Given the proper education everyone can exercice almost any profession in Germany . What do you think about that? Are you of the opinion that certain professions should be reserved only for men or only for women? If so, which and why ?

11. Which professions must not be exercised by a women whatever the circumstances ? Would you find it difficult to acknowledge a woman as an authoritative person in certain professions?

12.In Germany can everyone decide if he/she wants to be treated by a male or a female doctor. In some cases this possiblity is not given - an emergency case, a relay in a hospital . Would you allow to be examined or operated in such a case by a male doctor ( a female naturalization candidate answers ) or a female doctor ( a male naturalization candidate answers) ?

13. One can hear time and again that parents don't allow their mature daughter to choose a certain profession or to marry a man she chooses. What is your personal opinion on that? What would you do if your daughter wanted to marry a man from a different religious community or take up a professional education that you don't like?

14. What do you think about parents forcibly arranging marriages for their children? Do you think that such marriages are compatible with human dignity?

15. In Germany sport and swimming lessons are normal parts of school curriculum. Would you allow your daughter to participate in them ? If not, why not?

16. How do you view the fact that school children take part in class excursions and trips during which they stay in country hostels ?

17.Your mature daughter/wife would like to wear clothes which other German girls and women are wearing. Would you try to prevent her from doing it? If so, by what means?

18. In case of female naturalization candidates - your daughter would like to wear clothes like other German girls and women and your husband is opposing it. What are you going to do?

19. Your daughter/sister comes home and tells that she has been sexually molested. What are you going to do as father/mother/brother/sister?


20. Your son/brother tells that she has been sexually offended. What are you going to do as father/mother/brother/sister?

21. In your opinion does the constitution allow to change one's religion , i.e. to abandon the religious community one has belonged to so far and live without a religion or to adopt another religion? What do you think about punishing someone for changing their religion (e.g. through the loss of rights to inhert things) .

22. You learn that some people from your vicinity or from among your friends and aquaintances have committed a terror act or are planning one. How do you react to that? What are you going to do?

(A hint to the naturalization authority - the chairman of the Central Council of Muslims in Germany , Dr Nadeem Elyas declared on TV channel ZdF on 15.07.2005 after the attacks in London that coorperation with security authorities is 'an Islamic commendment and no betrayal' for Muslims ! )


23. You have heard of the attacts on 9/11 2001 in New York and on 11.03.2004 in Madrid. Were the perpatrators terrorists or freedom fighters in your eyes? Clarify your point of view !

24. In the press cases are reported where daughters or wives are killed by their males relatives because of their 'immoral behaviour' in order to restore the honour of the family. What is your point of view on such a deed?

25. What is your opinion on bigamy in Germany?

26. How do you find a married man from Germany coming to his previous home and marrying there for the second time?

27.Some people make the Jews responsible for all the evil in the world and assert that it was they that hide behind the attacts of 9/11 in New York? What do you think of such assertions?

28. Your daughter runs for a job in Germany. She gets a negative answer . Later you learn that a black woman from Somalia got the job. How do you react?

29. Imagine your mature son comes to you and declares he is homosexual and would like to live together with another man. What is your reaction?

30.In Germany different politicians have admitted publically the fact that they are hmosexual. What do you think of the fact that homosexuals can hold public offices in Germany ?

Declaration of the naturalization candidate :

My answers and clarifications on the questions posed have been registered correctly and correspond to my actual inner convictions . I had no problems understanding the questions ; the moment I didn't understand them they were explained to me in such a way that I uderstood all.
I was informed repeatedly that untrue information would be interpreted as deceiving the naturalization authority and even after years can effect the cancellation of my naturalization , even if it could lead to me becoming stateless thereby.

Vorbemerkung
Das Bekenntnis zur freiheitlichen demokratischen Grundordnung des Grundgesetzes für die Bundesrepublik Deutschland ist Einbürgerungsvoraussetzung nach § 10 Abs. 1 Satz 1 Nr. 1 StAG. Entsprechendes gilt im Rahmen der Ermessenseinbürgerung. Es darf deshalb keineswegs als Formalie gehandhabt werden, die mit der Unterschrift unter die Bekenntniserklärung erfüllt ist. Soweit die Einbürgerungsbehörde Zweifel hat, ob der Einbürgerungsbewerber den Inhalt seiner Erklärung wirklich verstanden hat und ob sie seiner inneren Überzeugung entspricht, führt sie ein Gespräch mit ihm unter Verwendung dieses Leitfadens. Die Ergebnisse des Gesprächs sind zu dokumentieren und vom Einbürgerungsbewerber zu unterschreiben. Dabei sind auch Erläuterungen zu den jeweiligen Antworten zu erfragen und festzuhalten. Der Einbürgerungsbewerber ist darauf hinzuweisen, dass unwahre Angaben als Täuschung der Einbürgerungsbehörde gewertet werden und - auch noch nach Jahren - zur Rücknahme der Einbürgerung führen können. Die Unterzeichnung der Bekenntnis- und Loyalitätserklärung nach Nr. 10.1.1.1 der vorläufigen Anwendungshinweise des BMI zum StAG bleibt unberührt; das Gleiche gilt für die Ergänzung zu Nrn. 8.1.2.5 und 9.1.2.1 der vorläufigen Anwendungshinweise.
1. Das Bekenntnis zur freiheitlichen demokratischen Grundordnung des Grundgesetzes für die Bundesrepublik Deutschland umfasst die Werteordnung des Grundgesetzes, die inhaltsgleich für alle Staaten der Europäischen Union gilt. Dazu gehören unter anderem
• der Schutz der Menschenwürde
• das Gewaltmonopol des Staates, das heißt, außer dem Staat darf in der Bundesrepublik Deutschland niemand Gewalt gegen einen anderen anwenden, es sei denn in Notwehr. Der Staat selbst darf Gewalt nur auf Grund einer gesetzlichen Ermächtigung anwenden
• sowie die Gleichberechtigung von Mann und Frau.
Entsprechen diese Grundsätze Ihren persönlichen Vorstellungen?
2. Was halten Sie von folgenden Aussagen?
• „Demokratie ist die schlechteste Regierungsform, die wir haben, aber die beste, die es gibt."
• „Die Menschheit hat noch nie eine so dunkle Phase wie unter der Demokratie erlebt. Damit der Mensch sich von der Demokratie befreien kann, muss er zuerst begreifen, dass die Demokratie den Menschen nichts Gutes geben kann ..."
3. In Filmen, Theaterstücken und Büchern werden manchmal die religiösen Gefühle von Menschen der unterschiedlichen Glaubensrichtungen verletzt. Welche Mittel darf der Einzelne Ihrer Meinung nach anwenden, um sich gegen solche Verletzungen seines Glaubens zu wehren, und welche nicht?
4. Wie stehen Sie zu Kritik an einer Religion? Halten Sie diese für zulässig? Setzen Sie sich damit auseinander?
5. In Deutschland können politische Parteien und Vereine wegen verfassungsfeindlicher Betätigung verboten werden. Würden Sie trotz eines solchen Verbots die Partei oder den Verein doch unterstützen? Unter welchen Umständen?
6. Wie stehen Sie zu der Aussage, dass die Frau ihrem Ehemann gehorchen soll und dass dieser sie schlagen darf, wenn sie ihm nicht gehorsam ist?
7. Halten Sie es für zulässig, dass ein Mann seine Frau oder seine Tochter zu Hause einschließt, um zu verhindern, dass sie ihm in der Öffentlichkeit „Schande macht"?
8. In Deutschland kann die Polizei bei gewalttätigen Auseinandersetzungen zwischen Eheleuten einschreiten und zur Abwehr von weiteren Gefahren den Täter für einige Tage aus der Wohnung verweisen? Was halten Sie davon?
9. Halten Sie es für einen Fortschritt, dass Männer und Frauen in Deutschland kraft Gesetzes gleichberechtigt sind? Was sollte der Staat Ihrer Meinung nach tun, wenn Männer dies nicht akzeptieren?10. In Deutschland kann jeder bei entsprechender Ausbildung nahezu jeden Beruf ergreifen. Was halten Sie davon? Sind Sie der Meinung, dass bestimmte Berufe nur Männern oder nur Frauen vorbehalten sein sollten? Wenn ja, welche und warum?
11. Welche Berufe sollte Ihrer Meinung nach eine Frau auf keinen Fall ausüben? Hätten Sie bei bestimmten Berufen Schwierigkeiten, eine Frau als Autoritätsperson anzuerkennen?
12. In Deutschland kann jeder selbst entscheiden, ob er sich lieber von einem Arzt oder einer Ärztin behandeln lässt. In bestimmten Situationen besteht diese Wahlmöglichkeit jedoch nicht: Notfall, Schichtwechsel im Krankenhaus. Würden Sie sich in einem solchen Fall auch von einer Ärztin (männlicher Einbürgerungsbewerber) oder einem Arzt (Einbürgerungsbewerberin) untersuchen oder operieren lassen?
13. Man hört immer wieder, dass Eltern ihren volljährigen Töchtern verbieten, einen bestimmten Beruf zu ergreifen oder einen Mann ihrer Wahl zu heiraten. Wie stehen Sie persönlich zu diesem Verhalten? Was würden Sie tun, wenn Ihre Tochter einen Mann anderen Glaubens heiraten oder eine Ausbildung machen möchte, die Ihnen nicht gefällt?
14. Was halten Sie davon, dass Eltern ihre Kinder zwangsweise verheiraten? Glauben Sie, dass solche Ehen mit der Menschenwürde vereinbar sind?
15. In Deutschland gehört der Sport- und Schwimmunterricht zum normalen Schulunterricht. Würden Sie Ihre Tochter daran teilnehmen lassen? Wenn nein: Warum nicht?
16. Wie stehen Sie dazu, dass Schulkinder an Klassenausflügen und Schullandheimaufenthalten teilnehmen?
17. Ihre volljährige Tochter/Ihre Frau möchte sich gerne so kleiden wie andere deutsche Mädchen und Frauen auch. Würden Sie versuchen, dass zu verhindern? Wenn ja: Mit welchen Mitteln?
18. Bei Einbürgerungsbewerberinnen: Ihre Tochter möchte sich gerne so kleiden wie andere deutsche Mädchen und Frauen auch, aber Ihr Mann ist dagegen? Was tun Sie?
19. Ihre Tochter/Schwester kommt nach Hause und erzählt, sie sei sexuell belästigt worden. Was tun Sie als Vater/Mutter/Bruder/Schwester?
20. Ihr Sohn/Bruder kommt nach Hause und erzählt, er sei beleidigt worden. Was tun Sie als Vater/Mutter/Bruder/Schwester?
21. Erlaubt das Grundgesetz Ihrer Meinung nach, seine Religion zu wechseln, also seine bisherige Glaubensgemeinschaft zu verlassen und ohne Religion zu leben oder sich einer anderen Religion zuzuwenden? Was halten Sie davon, wenn man wegen eines solchen Religionswechsels bestraft würde (z.B. mit dem Verlust des Erbrechts)?
22. Sie erfahren, dass Leute aus Ihrer Nachbarschaft oder aus Ihrem Freundes- oder Bekanntenkreis einen terroristischer Anschlag begangen haben oder planen. Wie verhalten Sie sich? Was tun sie?
(Hinweis für die EBB: Der Vorsitzende des Zentralrats der Muslime in Deutschland, Dr. Nadeem Elyas, hat im ZdF am 15.07.2005 - nach den Anschlägen in London - erklärt, die Zusammenarbeit mit den Sicherheitsbehörden sei für Muslime „ein islamisches Gebot und kein Verrat"!)

24. In der Zeitung wird manchmal über Fälle berichtet, in denen Töchter oder Ehefrauen von männlichen Familienangehörigen wegen „unsittlichen Lebenswandels" getötet wurden, um die Familienehre wieder herzustellen. Wie stehen Sie zu einer solchen Tat?
25. Was halten Sie davon, wenn ein Mann in Deutschland mit zwei Frauen gleichzeitig verheiratet ist?

Meine Antworten und Erläuterungen zu den gestellten Fragen sind korrekt wiedergegeben und entsprechen meiner tatsächlichen inneren Einstellung. Ich hatte keine Schwierigkeiten, die Fragen zu verstehen; soweit ich sie nicht gleich verstanden habe, wurden sie mir so erklärt, dass ich alles verstanden habe.

Ich wurde ausdrücklich darauf hingewiesen, dass unwahre Angaben als Täuschung der Einbürgerungsbehörde gewertet werden und - auch noch nach Jahren - zur Rücknahme der Einbürgerung führen können, selbst wenn ich dadurch staatenlos werden sollte.

Well, as my personal comment I can only add that if I were a new Muhammad Atta studying aviation technology in Germany - I would ceratinly warn the naturalization authority I am going to blow the Capitol . I would declare " I would kill my wife and daughter if they were disobedient and tried to imitated those faithless German sluts around them, I do swear to kill anyone who has insulted or molested any member of my family ...etc etc...
These German are so funny! They are so unrealistic or as the German word has it so 'lebensfremd' .
