The fact that Kim Jong-Il is making nice, not just to the South, but even to the US, suggests that he is finally beginning to realize first, how disastrous his country has become, and second, the way out of its mess lies through the West. I think it more likely that North Korea will collapse in the next five years than that it will start a war.
I also have confidence that the Koreans know one another better than we know them, so if they choose a course of action, it makes sense in that cultural context.
