Actually, you can blame both.
1. The Qur'an states that Allah guides everything. Allah created good and evil. Allah created those who are destined for heaven and those who are destined for hell. It also says that Allah guides those on the right path and those on the wrong path.
You can say that Islam doesn't tell someone to strap an improvised explosive vest onto themselves but you can't say that Allah did not guide this action because Allah decides all actions. There is no free will in Islam. If you follow Islam, Allah wills it. If you turn away, Allah willed it too. It is arbitrary and capricious. Furthermore, the Qur'an instructs it's followers to kill the infidel. Whether it is by strapping on a bomb in the 21st Century or invading, killing and enslaving the inhabitants of Constantinople in the 9th Century, it is still Islam.
2. Islamic Law, Sharia, stipulates how Jihad is to be carried out. If you refer to "Reliance on the Traveler's" section on Jihad it does indicate that you CAN kill women, children, monks and others who are deemed to be fighting against Islam. This is how Osama bin Laden justified calling for the killing of American civilians after he issued his Dawa to America back in 1996. BTW, America did the right thing and did not convert to Islam. He stated that because American citizens contribute money to the government and he considered the government opposing Islam, they became legitimate targets. We all know what happened on 9/11/.
