Beltway Sniper Connection

In Mr Pipes' initial article on Muslim converts, he listed John Muhammad, the "Beltway Sniper", among them. Has it ever been established that Muhammad was acting as an Islamic terrorist, or (at the risk of minimizing the horror of the crimes) killing people for the heck of it?
