Dr Pipes,

Very interesting. I Never heard that Insha' Allah could mean "yeah never going to happen" and the reason is it is Quranic, unless a Muslim wants to make fun of Allah. And you will find the formula in the correct present tense ان يشاء الله or "If Allah wills (present tense)" and you will find it in Surat al-Kahf 23-24:

ولاتقولن لشيء اني فاعل ذلك غذا الا ان يشاء الله

This can be rendered as: And do not say of anything: I will do this tomorrow unless (you say) If Allah wills

This is a sacred invocation addressed to Allah and Muslims are not supposed to say it unless one means it.

And here is a link to Tafsir al-Tabari

And here are two fatwas that pertain to when to say and not say Insha' Allah

https://www.islamweb.net/ar/fatwa/286390/

Notice that the author of the fatwa wrote: وهي تحمل ادبا عظيما مع الله

Or: And it (Insah' Allah) carries a great respect with Allah.

Here is a link to the formula in the various verses in the Qur'an
