Embarass Palestinians

According to David Goldman (Why Civilizations Die), a critical point to deter all-out war is to embarrass the belligerent internationally. WWII may have been avoided by annexing part of Germany in the 30's for example.

How might that strategy be translated to embarrassing the Palestinians - beyond rhetoric that is?
