Mandated multiculturalism?

Blue Cross/Blue Shield sold its soul to the government "management" of private health care ages ago (leading up to the enactment of Obamacare). So, this bizarre notice of the "free" interpreter service is either linked to some government contractual string, or the service is similar to the product usage warnings on labels (e.g., "This product is hot!" or "Do not use while....") to preempt lawsuits by careless individuals or by the government itself, which insists that it's unlawful to "discriminate" against non-English speakers. To learn which is the reason -- and it may be another reason entirely -- would take some investigation. Personally, I'd never heard of "Independence Blue Cross" until now.
