Saving Korans and constructing progressive Madrassahs is a good strategy, but one thing the U.S govt must not fail is maintaining discrete control over them, at least ensuring that things do not spin out of control.
Discrete control is key, if it is known that the U.S is key, that itself would be a factor for the Jihadis to take control of the institution and turn it against us.
Anyway, I believe our optimism is misplaced. Ultimately progress in Islam can flow only from the Quran (the muslims would not have it otherwise), the muslim mindset is strangely immune to all other forms of thinking or influence.
