Religious Liberty A Suicide Pact?

In his famous 1949 decision, Justice Robert H. Jackson wrote that while First Amendment freedoms are important, they should not go so far as to pose a threat to the state or its people, that the Constitution is not a suicide pact. I think the right to wear a burka is an example of a religious practise which can pose a threat to public safety and should be banned in public places. Maybe today, Justice Jackson would say that the Constitution is not a suicide bomber.
