"Since they formed the unity government, we must view and assess their actions as decided by the Union, not by one party."

This is a correct assessment: Abbas has not disavowed his association with HAMAS, with whom he recently FORMALLY formed a joint government. The only reason Israel is treating the PLO with kid gloves, while going after only HAMAS, is that this is militarily and politically expedient. I don't believe the bulk of the Israeli people seriously believe there is a dime's worth of difference between the "good" Arab terrorists (Fatah, of the PLO) and the "bad" Arab terrorists (Islamic Jihad, Hizbullah and HAMAS).
