Your observations regarding the handcuffing of the military are apt. Extending from that two comments:

1) there is an unfortunate tendency under pressure from professional highly selective do-gooders for all Western military to be compelled to play the role of the police; that sensitivity is never extended to groups with which their sympathies lie

2) in the case of Israel, lawyers embedded in ministries and, of course, the IDF tie the hands of the government and soldiers by demanding that no action be taken that an enemy might conceivably litigate
