The nature of Islam

My disagreement is with respect to Dr. Pipes' statement that "Islam can be whatever Muslims wish to make of it." This may obtain under the rule of law but absent that (and it is absent as we use the term in Islamic societies) the nature of Islam will be determined by the faction that has the biggest guns.
