The basic and iron clad belief of Islam and Muslim clerics that rules of Quran and sunna (what prophet taught and did in his lifetime) are for all places and all times, and cannot be changed or altered in the slightest any time or anywhere, have resisted changes or modernization since 7th century. Any one suggesting a change or even criticizing them is considered blasphemous and is subject to persecution/death. Muslims can be modernized, and many have, but Islam cannot, as long as the above belief persists.
