Please cite me the instances you have in mind in asserting that "In contrast [to Bush], Kerry has repeatedly said he would return to the law enforcement model." My impression is that Kerry has said that he would pursue the war on terrorists even more vigorously than has Bush (e.g. not "outsourcing" the hunt for Bin Laden), with the goal of reducing terrorism to the level where it could be dealt with through law enforcement.
