Wrong Interpretation

You are looking at this in a backward manner, which is the way infidels are suppose to view it.

In its proper context this was a warning to the Jews of Median. "If you kill one Moslem, you will face the vengeance and retribution of all Moslems. Save a Moslem and you will have our gratitude.
