A greencard is simply proof of residency; a Visa allows entry into the country. I'm using this site as a reference and I think it best explains here

If you have specific questions, the best place to contact is the State Department or the USCIS They are in charge of immigration.

I will say though that these safeguards obviously don't work, as one can clearly see from this blog. The other problem is that these days, the government is more interested in whether the man or woman is a terrorist or child rapist to some extent. They really are not out to vet the foriegn partner.

Can you be more specific on why you think she has been used?
