Submitted by myth (Germany), Jan 19, 2010 at 10:08 as posted earlier a certain segregation on the level of city quarters exists today in most european major cities. The administration in Germany used to allow for driver-license test to be conducted in arabic. That practice was only ended this year. On the other hand offering forms and procedures in a language other than the country's native language(s) is somewhat common practice. This is a step towards autonomy for immigrant groups for it requires a special group of administrators who actually speak that particular foreign language. There is some obvious ethnicity-religion link. As for Germany the federal construct of the republic is open to quite autonomous solutions. Education and police are under the authority of the 16 sub-states. As for the Netherlands the Friesland part enjoys their language/dialect as an official language. Countries like Belgium are split into two language/cultural zones and may adopt a muslim zone easily.
