intelligent people know how to look for patterns in data. Managers and programmers do not. The intelligence community is handcuffed by the bureaucrats no less than our military. If the bureaucrats were as focused on the goal of ridding the world of terrorists (islamofascism) as they are on micromanaging people and the process of intelligence gathering, assessment and action, we could all carry our shampoo on airplanes.
