If You Don't Like a Policy ... Go Somewhere Else

Fortunately, the USA (as I understand it sitting in Australia) is still a democracy. If people don't like the policy of an institution or organisation, they are free to leave and go somewhere else. It seems to me that it's reasonable for people to be identified when necessary and if this means the non-wearing of headdress, then so be it. We shouldn't let minorities trample on the rights of the majority.
