Yes, butReader comment on item: Wasted U.S. Spending in Iraq: $53 billion and Counting Submitted by Ted (United States), Dec 13, 2009 at 10:49 One of the difficulties in providing anything for "free" is that the people begin to expect that the "occupier", in this case the U.S., will provide everything, including training, etc. I don't know what the answer is, but to not provide these things would invite problems that go far beyond your comments. Now that the equipment and buildings are in place, let the Iraqis pick up the slack in training. It's their country.
