No where in the constitution does it give the federal government authority to give any taxes collect to any foreign government. Government is not meant to be benevolent on the backs of other people - it always leads to tyranny. Obama's flagrant disregard for the Constitution and brazen efforts to build a paramilitary force have even been satirized in a prophecy that he'll attempt a coup of the United States in 2011 and fail greatly due to the efforts of patriotic armed American citizens, http://www.usofearth.com/2011-obamas-coup-fails.php. None of this is a surprise, not even that scenario is out of the realm of possibility. This is what happens when you allow government to run amok.
