Government work is usually a last stop to a job for anyone with ambition and this is uncovered regularly by Daniel Pipes in these articles on the FBI/CIA etc. I don't know what the solution is, because these agencies that need to have the intelligence and authority to make tough decisions are not the best or most qualified people working in those jobs - as might have been the case in the good ol days of the 'cold war' 30+ years ago.
