President Reagan was not able, in my opinion, to perceive the intensity of Islamist / pan-Arabic hatred and aggression, due to our continuing Cold War with the Soviet Union. Had communism been out of the way in 1981, the Reagan Administration could have turned its attention towards the killers of Ambassador Cleo A. Noel, Jr. and aide George Curtis Moore: Yasser Arafat, Black September, and the Baathist government of Iraq.
