This verse is very rare.

I aggree that this is a good one. But such verses are very rare in Quran. But even here or any where it explicitly says that you should help him even if he is a non-muslim.

But it has many times explicitly said to help the muslims

But no much stress even on this word. It does not resemble like a worse of Quran. It looks as if a cruel man sometimes says some good thing when he is drunk.

But I even do not aggree Mohammed was a cruel man. But he has born to a backward society. So he also became a narrow minded one.
