LIMITATION OF VIOLENCE FROM MUSLIM EXTREMISTS

I do not encourage riots, violence and etc. from Muslim fellows. However, to my observation, Muslim extremists seem to discourage violence in certain circumstances since their fightings has certain constraints:

a) NOT ALL NON-MUSLIM COUNTRIES ARE UNDER ATTACKED (OR IN OTHER WORDS, THE ATTACKS ON NON-MUSLIMS ARE SELECTIVE

There are many non-Muslim Governments in many countries in the world, such as, India, Republic of China, Taiwan, Thailand, and etc.. However, none of the Muslim extremists attack these countries except United States of America. Why should there be restriction if muslim extremists encourage muslim extremists to fight with non-muslims?
