Obama and Palestinian terrorists

I read that Obama contributed half a billion to the Palestinian territories for rebuilding infrastructure destroyed by recent bombings. Do you know if there is any truth to this. If so I believe the prez can be impeached for giving our tax money to terrorists. It is my understanding that some kind of election put the terrorists in power. Probably a Blagoyevitch style electioon
