An 11% recidivism rate is quite low for most criminals. This could mean several things: 1. The recidivism rate will be much higher over time when those released are not watched as closely; 2. Possibly there were people imprisoned by mistake, who were not really terrorists, and those people were among the first to be released; 3. Also possible that many of those captured were not diehard terrorists, but working for pay, and after release want a safer line of work.
