The naqib is rightly criticized as being a mark of separation. If these two "women" really wanted to rally Canadians to their cause, they might want to start by toning down on the extreme dress. It would at least score them some points, right? But they never do. That's because they simply don't care what Canadians think and wish to remain separate, hence the naqibs. They simply don't respect Canada. You would have to be pretty naive to think that they are wearing it merely to show devotion to Allah.
