Sadly, this mentality permeates society

Not being willing to judge a situation is what allows criminals to ply their trade in communities. Law abiding citizens are afraid to become involved and 'rat out' their friends(?), so the vice continues.

This report illustrates how the most intelligent people do not always make the best leaders.
