EMP: A game two can play

An Electromagnetic Pulse on America would be catastrophic. So why doesn't America just do it to Iran first? With a submarine launch and good jamming, who could say who did it? When will the U.S. stop playing by Marquis of Queensbury rules when our existence is threatened?
