Confused

I'm confused about how Ms. Benard can say the secularists are too anti-western, and choose the modernists over them, when the examples are Ataturk and Gadhafi. Maybe Ataturk was anti-Western, though it seems unlikely, as Turkey today is the least anti-Western. How can she say Turkey is more anti-Western than Libya under Gadhafi? Was she referring to the the radical communist secularists? Does she consider Hussein a secularist (I would think he'd be a modernist) and thats why she says they're too anti-Western?
