I know the Communist USSR method with through the propiska, to force people to live apart from their communities, and to make their languages illegal. It worked pretty well, but can this be done in the free world? No chance. There is a right of free association, and people will go to great lengths to exercize it. With the internet, it is possible for people to stay in touch with their mentors from very far away. If there is no way to accomplish your stated goal, then one needs to devise a Plan B.
