Collateral damage

In what way is the inadvertent killing of a dozen Palestinians more horrible than a Palestinian suicide bomber blowing up a busload of Israeli children? I suggest that Israel should intentionally kill 100 Palestinian women and children each time a Palestinian suicide bomber kills one Israeli. And announce it as policy.
