How, from whom, did Saddam get dollars?

It is being said that Obama - indirectly - took money from Saddam.

Did he take dinars or dollars?

If Dollars then wherefrom did Saddam get the dollars?

One should not cut off a causal chain as per convenience.

Saddam's dollars surely came from USA and West Europe.

Saddam came into international politics 30 years before Obama.

I am sure many americans can trace some of their dollars to Saddam.
