Terrorism is an action. Militant Islam is what is causing it. It doesn't matter how many terrorists are killed or captured, as long as the institutions and infrastructure which produce a factory of death, there will be new recruits willing to replace the ones who are lost. These infrastructures include schools, media, Mosques and other sectors in society located in such terrorist regimes as the Palestinian Authority and the Syrian government, who poison the minds of the population and tell them how to think about Jews and Christians, and also what to think about foreign policy decisions by other countries (like the US). It is a cancer which has to be uprooted. First things first though. This has to be declared a target. However, it seems political correctness has gotten the upper hand here, and militant Islam will never be the enemy.So in Iraq, we have a new government. It is doomed to failure as long as the population remains encompassed by these institutions of terror. The population must be denazified.
