Note the "can't win" reaction in some circles on the left: If Osama is on the loose, it is evidence of Bush's preoccupation with Iraq and his failure to properly channel effort to capture the true perpetrator of the 9/11 terror. If, on the other hand, Osama is captured, it is an election year ploy.
