Actually, Canada's ineptness in immigration enforcement has been known since at least the mid-1980's, especially with the following examples:
Charles Ng, convicted CA murderer; arrested 1985 for armed robbery in Edmonton, he applied for refugee status (due to death penalty in CA). His case was rejected--after 3 years and burning of over $300,000 of taxpayers money (for accomodation, legal fees, food, ...)
Lawrencia "Bambi" Bembenek, Milwaukee ex-cop convicted of murder, escaped from prison (at Fond-du-Lac) in 1990 to Ontario and worked incognito as a pub waitress. Caught after a patron happened to watch AMW and recognised her. Applied for refugee status--but it took Canada TWO YEARS to reject her case!
