GHW Bush encouraged Iraqi's to resist Saddam after Gulf War I, and when they did and we didn't help them, Saddam wiped a lot of them out.

The US has a bad habit of abandoning allies at critical times, not always, but often enough to be worried about this one, especially with all the Islamists in high places who are advocating policies that will lead to just such a betrayal.

So, my guess is, "Probably yes"
