Does the Federal Government owe Black American Muslims retribution for their ancestors?

I met a black American woman in college who was a Muslim. She had just received an educational loan through the student loan program She said she was using the money to travel to California for the holy crusade ritual that Muamad made to Medina.

I asked why she would not use the money to obtain her educational goals? She said that she was not paying this money back because "They owe this money to me for enslaving my ancestors".

Is this the basic ideology of the Black Muslims in the U.S.?
