Because unilateral action that closes settlements gives the Arabs the impression that they are winning and are rewarded for Violence.Although I think the Fence is a good thing but should include all settlements and Jerusalem. The fence should limit attacks and frustrate the Palistinians. But it is not a basis to negotiate a peace settlement. It is impossible to make peace with Despots. That is where Rabin went wrong. Their values are not our values. Even if you made peace with one corrupt Despot, the next one would not necessarily honor it. There has to be a complete change in the cultural and political system in the Muslim world for there to be real and honorable peace.
