What time does Koran refer to? Sunrise and Sunset. That is all. Refering time by any other name will be unislamic. And these times are not fixed, because sun rises and sets at different times every day depending on the location, even in Mecca. Even the Prayer times are different every day.
Maybe, by Mecca Mean Time, Muslims refer to the first call for prayer at Mecca.
