'The new leadership moving into moderation'!

What does 'the new leadership moving into moderation' mean Mr. Sada Cumber?

Does it mean that shariah would now mean chopping off fingers, instead of the whole arm?

Or is it just a sham as exhibited by the 'moderate' Mahmoud Abbas, the Holocaust denier, and the PA leader? The newspaper and TV station controlled by him indoctrinate children from kindergarten to high school to be jihadis for a 'cause'?
