Saddam Hussein did not supply that much more electricity. He just provided the bulk of it to Bagdad.

Saddam, however, did not have to deal with daily insurgent attacks on his "grid" and oil productivity (which supplies it). He did not have problems with "oil smuggling". He did not entertain millions of dollars going into the pockets of Iraqi "administrators".

How did Saddam escape these hazards? By being a ruthless dictator.

Daniel Pipes makes a good point. This money is wasted. And in fact, the money contributes to the problem, in some ways the same as money thrown at the "Palestinian cause" does.

I've yet to see any large group, be it a country or a neighborhood, of Muslims be able to sustain themselves without oppressive leadership. They "push" until they themselves are "pushed".

All those billions of dollars are enabling, not disabling what's wrong, and that's the utter lack of respect that comes with no decisive victor.
