I think NIE is a strategy shift by USA

if we look at the world-wide balance in the last year, A simple scenario was played. USA playes the role of the Mad-Man which is chained by other countries specially (russia, china, India and some EU countries) and these countires were getting benefits from iran using the USA threat (low gas for India, caspian sea for russia and iran's market for china and ...). I think now USA is tired of playing his role. It will just let the Europeans encounter the problem themselves while it hopes that Iran will make a big mistake as Pipes predicts. meanwhile USA is enjoying a more stable Iraq even from now.
