What actions taken by the regime makes you think that? They were smart enough to let the U.S take on their enemies in Afghanistan and Iraq, unlike "moderate" Arab regimes they never dashed their armies against the Israeli wall (just given money to anti-Israel terrorists, which makes them quite popular) and they haven't attacked America either. All of that strikes me as quite rational from their position, moreso than the U.S government or even (judging from the last war in Lebanon) the Israeli government.
